Glossary of Federal Acquisition Regulation (FAR) terms used throughout EMA's Procurement Policy & Subcontracting Plans.

Small Business a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on government contracts, and qualified as a small business under the Code of Federal Regulations (CFR) criteria and size standards in 13 CFR 121.

Small Disadvantaged Business (SDB) a small business concern that is owned and controlled by socially and economically disadvantaged individuals. A Small Disadvantaged Business (SDB) concern refers to a small business concern that represents, as part of its offer that:

Small Business Concern Owned & Controlled by Women (WOSB) a small business concern...

Historically Black Colleges and Universities (HBCU) institutions established prior to 1964 whose principal mission was, and is, the education of black Americans. These institutions must be accredited by a nationally recognized accrediting agency or association determined by the Secretary of Education.

Minority Institution (MI) an institution of higher education whose enrollment of a single minority or a combination of minorities exceeds 50 percent of the total enrollment.

HUBZone Small Business Concern (HZ) a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration.

Service-Disabled Veteran-Owned Small Businesses (SDVOSB) a small business concern established in accordance with Public Law 106-50.
