Glossary of Federal Acquisition Regulation (FAR) terms used throughout EMA's Procurement Policy & Subcontracting Plans.
Small Business – a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on government contracts, and qualified as a small business under the Code of Federal Regulations (CFR) criteria and size standards in 13 CFR 121.
Small Disadvantaged Business (SDB) – a small business concern that is owned and controlled by socially and economically disadvantaged individuals. A Small Disadvantaged Business (SDB) concern refers to a small business concern that represents, as part of its offer that:

Historically Black Colleges and Universities (HBCU) – institutions established prior to 1964 whose principal mission was, and is, the education of black Americans. These institutions must be accredited by a nationally recognized accrediting agency or association determined by the Secretary of Education.
Minority Institution (MI) – an institution of higher education whose enrollment of a single minority or a combination of minorities exceeds 50 percent of the total enrollment.
HUBZone Small Business Concern (HZ) – a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration.
Service-Disabled Veteran-Owned Small Businesses (SDVOSB) – a small business concern established in accordance with Public Law 106-50.
