Performance-Based Logistics
Department of Defense (DoD) Policy Guidance for Fiscal Year 2003 requires Performance Based Logistics (PBL) implementation schedules for all new weapons systems and Acquisition Category (ACAT) I and II fielded systems. Our experience in PBL definition and implementation and the expertise of our Logistics Analysis Group places us in an ideal position to assist DoD Integrated Product Teams (IPTs) and commercial equipment manufacturers in meeting this mandate.
EMA's Logistics Analysis Group has a unique blend of technical expertise and logistics program management experience with a wide array of avionics, communications, navigation, air traffic control, and flight safety systems. This background places EMA as the provider of choice for clear and accurate assessments of PBL support options. Our experts analyze warfighter operational and logistical requirements, develop planned PBL approaches with sound performance metrics, and translate metrics into optimized supply support systems that meet operational availability (Ao) requirements at minimum cost and an acceptable level of risk. After the PBL development phase, well-constructed contract documents including PBL statements of work and planning information packages help move the system easily into implementation. As a member of your PBL team, we audit provider performance metrics, update PBL planning information packages revise work statements to reflect lessons learned, and incorporate policy and directive changes. EMA works closely with your suppliers, IPTs, inventory control points, and other activities to ensure a successful transition from development to implementation of a sound PBL program.
